Andrew,

The recent Board resolution on ccTLD delegations changes existing
policy on this matter (or, at least, interprets it in a novel way).
Since this affects the ccTLDs and since, according to the Bylaws,
"[t]he DNSO shall advise the Board with respect to policy issues
relating to the Domain Name System", did the Board consider taking
advise from the ccTLD constituency and/or from the DNSO before making
this decision?
