[council] intake committee proposal


 
 
As a point of comment, and clearly for discussion at the NC,  based on recollections and discussions, i feel that the report of the Intake Committee is not consistant with my understanding of the mandate of what this Committee was intended for. The Intake committee was to provide a means by which communications to the NC could be made and agenda items proposed.
 
Specifically with regards to some sections to help facilitate discussion, a few comments:
 
Objectives: The Chair and Secretariat should prepare the agenda. The IC should provide input, but the agenda itself, and running of the meetings is the responsibility of the Chair.
 
Timing: Given the nature of the process, 21 days is far too long of a time period to cut off proposed agenda items. It would seem that 10 days is much more practical. I would also suggest that the so-called ic e-mail concept will quickly become another forum for expression and potential abuse. i frankly do not feel it need be publicly archived any more than i feel that the council e-mail list be publicly archived (my own personal feeling here)

Why would we not include ICANN staff it is only logical that they be given the opportunity to propose relevent agenda items
 
Members: I am a bit confused here ... are you proposing that non NC members be included on the IC ? I certainly hope not.. We should have COMPLETE control over own own agenda
 
Rules for proposing an agenda for NC meetings: This section, at first blush, sounds like an extensive filtering system. Proposals to the agenda should be possible through the IC, and forwarded to the Chair. In almost every organization I have ever been involved with it is the Chair who is responsible for prioritizing the agendas, in coordination with the secretariat drafting the agendas, and the Chair together with the NC, determining the significance of items to be discussed.
 
Rules for running the NC meetings need to be discussed but this was not the mandate of the intake committee and, although well-intentioned, i feel, need to be the product of input from the entire NC
 
finally i would like to state that my proposals have nothing to do with my current status as chair (as a matter of fact, i am a "lame duck" here)... but rather the perspective is one which is based on a going-concern concept
