We believe that the bylaws prohibit simultaneous service as a Council
member and an ICANN Board member, but it is not very clear.  As a result,
we plan to shortly publish proposed bylaw amendments that would make it

It is my understanding that Names Council members cannot be DNSO ICANN
Board members, but the situation is not very clear.

Can you please tell us what the understanding of the staff and the Board is
on this issue?
