[agenda] NSI release of domian policy?

I have been trying to register my company name for almost a year now.
Another company had
previously registered it in 1997 and then never renewed it. The
domain name expired on July of
2000, but NSI won't release it. I've called once a month to inquire
about when it would be
released and I get a different inane answer each time.

One response I got from NSI was to call the company directly and buy
it from them. Why
should I buy something that this company doesn't technically own anymore?

The old company doesn't want the name and isn't paying the fees for
it and NSI is giving them
every consideration.

I want the domain and am willing to pay the fees for it, but NSI
treats me like dirt.

How I can resolve this matter?
