[agenda] Agenda Item for next NC tele-meeting: ccTLD



Starting with the beginning of ICANN process the There is a general feeling
among the ccTLD constituency that  ccTLD matters and concerns are not
adequately addressed. The ccTLD, currently grouped into the World Wide
Alliance of Top Level Domain-names, wwtld.org, are international by
nature -- the ISO 3166 codes represent the whole world (190+ sovereign
countries and 50+ territories).

ccTLD concerns are DIFFERENT from the gTLDs. (yes, some are marketed as
gTLD's)

The ccTLD are currently expected to contribute  a significant part of ICANN
budget (35% imposed in 1999-2000 ICANN fiscal year).

The ccTLD do operate under various jurisdictions, with different methods,
different political and economic structures, and, in many cases at a
financial loss.

The majority of ccTLD build up the current Internet on a peer-to-peer basis
over a period of many years. Their "authority" was derived from their
relationships and their ability and willingness to advance the global
Internet community, provide service to the local Internet community, and
interact on a peer-to-peer basis with each other.

Finally, the ccTLD has created its own WG to consider alternative methods of
participating in or  relating with ICANN.

I propose an agenda item "ccTLD relations". Some possible sub-topics might
be:

  -Is the DNSO channel an adequate place for ccTLD ?
  - Shall ccTLD build up a separate organization withing ICANN, such as an
SO?
  - Shall ccTLD build up a separate organization outside of ICANN, such as
an Advisory Group?

There is some benefit to be gained by the NC providing inputs to the ccTLD
on it's thoughts on these matters, preferably early on in the consensus
building process of the ccTLD's own WG.
